Metco Services Limited, headquartered in Aberdeen, is a small yet vitally important and integrated expert specialised business within the Remote Automated Solutions Division. Their principal expertise embraces the provision of a full range of independent and sophisticated hydrocarbon flow measurement consultancy, metering and auditing solutions, together with added value supporting technical and engineering services to major oil & gas sector clients, mainly in the north sea area but increasingly globally. Their solutions and services enable clients to most effectively manage their fiscal, allocation and environmental infrastructure and ensure the optimum measurement of production throughput.

Metco Services Limited has significant and corporately backed plans for exciting growth, which include diversification and acquisition, in keeping with the objective to double the size of the business over the next 5 years. At the same time they seek to maintain their best in class status and consolidate their market leadership position. Recent major building blocks include the acquisition of businesses in Latin America and Eastern Europe and the intended launch of operations in the Middle East and APAC regions, either via acquisitions or by utilising existing corporate resources.

This recruitment brief relates to the need to search for and appoint two high calibre and experienced Senior Flow Measurement Consultants. The aim is to build and strengthen the expert resources under the control of the Technical Director who has overall responsibility for a team of 20 people and revenues of c$5 million generated in the key activity areas of Flow Measurement Consultancy, Allocation & Measurement Engineering, Software Support and Audit.

In keeping with Corporate, Divisional and Company objectives, the Technical Director also has the brief to drive innovation to extend and refine the range of sophisticated high end added value products, services, systems and solutions offered to clients on a consultancy fee or licensed basis.

The Position

Job Purpose

Reporting to the Technical Director the successful candidate will:

  • Provide technical support to multiple clients and internal associates in respect of flow measurement, sampling and analytical systems.
  • Conduct assurance audits on flow measurement, sampling and allocation systems for clients or on behalf of partner groups.
  • Liaise with clients in the formulation, execution and delivery of agreed work scopes.
  • Conduct surveys for clients and make reasoned recommendations for resolution of problems and /or system improvements.

Main Activities

  • Ensure the delivery of professional, impartial and industry leading hydrocarbon flow measurement consultancy services to multiple clients worldwide.
  • Fully effectively analyse, advise, communicate and report upon complex technical and financial allocation and flow measurement situations and needs.
  • As an expert in flow measurement consultancy manage high value projects involving the investigation of specific individual client requirements and the recommendation and delivery of fully effective, financially and operationally viable fit for purpose solutions.
  • Ensure efficient workload management and that client satisfaction levels are maintained at their highest.
  • Share expertise and knowledge and assist in the development, leadership and management of colleagues throughout the organisation.
  • Develop long term client relationships and ensure sensitivity and effective expert response to their current and future flow measurement consultancy needs, thus maintaining the company’s market leadership position in this field and enabling the maximisation of business development and growth opportunities.
  • Actively participate in the development of standards for ultrasonic meters, where appropriate serving on the relevant BSI and Oil & Gas Industry committees, focus and working groups.
  • Ensure full compliance with all relevant legislation and good working practices.

The Person

 Qualifications:

  • Honours Degree in Flow Measurement or a related technical field..

 

Experience & Capabilities:

  • Demonstrable and substantial successful experience in the Hydrocarbon Flow Measurement Consultancy field within the UK and International Oil & Gas sector.
  • Be a recognised authority in the Hydrocarbon Flow Measurement Consultancy field, with demonstrable technical ability and expertise across all measurement areas in a number of geographical areas worldwide.
  • Fully conversant with standards and legislation pertaining to measurement and sampling of petroleum (oil & gas), environmental discharges from offshore and onshore facilities (predominantly waters), analysis of hydrocarbon fluids and other associated products, and hydrocarbon accounting.
  • Knowledgeable on flow computers, supervisory systems, primary flow elements, on-line analysers, samplers (manual & automatic), and secondary instrumentation used for the measurement and sampling of petroleum and associated products.
  • Experience in the preparation and management of budgets.
  • Experienced in auditing and liaison with external agencies and companies.
  • Project experience from conceptual design to final system acceptance, predominantly overseeing technical acceptability.

 Knowledge & Skills:

  • Multifaceted understanding of the measurement, allocation and metering industry, trends and of client requirements.
  • Integrity, good judgement and strong communication and interpersonal skills.  
  • Well developed project management capability to deliver projects and contracts to time, quality and cost standards.
  • Experienced in the planning, allocation and management of contract budgets.
  • Competence in ensuring compliance with all relevant legislation and standards.
  • Logical thinker with strong business acumen and client management skills.
  • Ability to operate without supervision and maintain a high standard of work when multi-tasking and under pressure.
